NJT is obviously a recalculation, subtracting the buses they lease to private operations. They still own all those buses, they just don't operate them.

If true then not a good decision from Metro. Were that to be the case then many other transit systems would have their numbers decrease, some to zero. For example, Westchester DOT operates zero buses, yet they place at no. 54 with 357 buses. Operators such as MV and First Transit would zoom up the list and several transit systems would no longer be there. I think the list is supposed to show "control" by transit systems, not necessarily "operation" by transit systems, so contract fleets should be listed as part of the transit systems and not part of the contract operators' systems. Perhaps Metro should edit the list more closely.
