Almost every NJ Transit route is a local route. It is simply a suburban bus for short-distance suburban usage; as for the scratches, it may have to do with the fact that the bus has run in service through Camden, NJ. (It has also seen service across the river from NYC, where I shot the same bus back in March by accident.) And yes, the routes on which it has run on are primarily local routes running through either Union City, NJ or Camden, NJ primarily (although it has run on the more upscale Gold Coast #158 route up the western bank of the Hudson River).
