NJT uses federal funds, but does the sale/leaseback stuff to free up cash (i.e. the 20% portion would not have to be paid all at once). It applies to any transit agency using any federal capital funds for anything, including the MTA. Both of them use federal money for other bus facilities, such as garages and park & rides. |
