This is what it is showing in the service notices."Regular $10 roundtrip tickets will be sold at all New York Penn Station ticket windows and ticket vending machines. Dedicated ticket windows will be available for your convenience. Advance tickets can be purchased at the Port Authority Bus Terminal, PSNY, Newark Penn Station and Secaucus Junction." In other words, yes anybody can use the service from points west and points north however they would have to buy the special tickets upon getting off the train at Secaucus Junction |
