I agree that the $20 figure sounds fishy. My guess is that the Redskins got caught unprepared and are using this figure as PR cover for why they couldn't get a substitute service ready in time.

As to your larger point - I agree that providing this service does serve a public good, but at what cost? When a team builds a new stadium far away from any existing public transit facility, should the government be obligated to provide service? I would hope that local governments work out an agreement during the approval process that requires the team to be responsible for paying the cost to operate the service and reimburse the transit agency for any losses incurred.
