What usually happens when its stated that the taxes are less...its because the overall spending habits...when the spending habits are changed, even to a small degree overall, then the collection of taxes are decreased, thus the small percentage that is received by transit agencies is less. Then when you factor in the higher operating costs (in actually dollars) versus what the agencies project for each fiscal year, those deficits can arrive very quickly. So with the operating costs increasing at a larger rate and the funding (from the tax collection of the municipalities; based on the funding policy --generally speaking, not sure of the funding sources in Florida)...one can generally say that maybe the main reason for the service cuts in that area. |
